About Bob Raines

Bob Raines has been with the TEC since 2002, and has developed extensive relationships with members of the entertainment industry and local communities and organizations throughout the state.

In his current role as Executive Director of the TEC, Raines administers the state’s film and TV incentive program; negotiates film, television and music projects; and markets the unique aspects of doing business in Tennessee to companies throughout the country and around the world.

Active in several entertainment and community organizations, Raines serves on the boards of Film Nashville and the Nashville Film Festival. He also has close partnerships with Regional Film Commissions in Memphis, Knoxville and Chattanooga, and collaborates with well-known industry organizations like The Nashville Screenwriters Conference, Film-Com, Knoxville Films, Indie Memphis and Southern Appalachian International Film Festival.

Raines holds a degree in Business Administration from East Tennessee State University and an accreditation with the International Association for Management Education.

 

About Gisela Moore

Gisela Moore is the Project Manager for Commission, and works with Bob Raines on film and television projects for the State of Tennessee.

She’s been with the department since 2004, providing hands on assistance over the past 10 years to make sure every encounter between you and TEC is seamless.

 

About Jimmy Wheeler

Born and raised in Music City, Jimmy Wheeler has experienced many sides of the music industry. After graduating from University of Tennessee, he returned to Nashville to pursue a position for BMG Distribution (now Sony Music) as a field marketing representative. The role opened up musical stints for him in Atlanta and Minneapolis before bringing him back to Nashville in 1995. During his 30 year career with Sony, Jimmy held positions in sales, marketing, radio promotion and distribution. In December 2019, the seasoned industry veteran left and took his talents to a tech firm before spending two years in artist management. With an impressive resume of experiences spanning across multiple sectors of the music industry, Jimmy joined the Tennessee Entertainment Commission board as the Director of Business Development.

When he isn’t growing the talent community in Tennessee, he can be found spending quality time with the ones he raised at home. Jimmy and his wife, Molly, are happily living in Franklin, TN. They have two adult children and four grandchildren.
